William H. Dinkel, Esq.

President of Title Operations

William H. Dinkel, Esq. our president of title operations, is a shareholder, and in-house counsel with HomeSale Realty Services Group, Inc., one of the largest real estate service companies in the country. Mr. Dinkel is a graduate of the Villanova University School of Law, is a licensed Pennsylvania attorney and Pennsylvania Title Insurance producer. His residential and commercial real estate law experience includes matters ranging from underwriting and real estate settlement to representation of clients before municipal boards and appellate tribunals on land use matters. Mr. Dinkel has lectured and conducted numerous accredited classes on title insurance and real estate law in various forums, including CLE and Pennsylvania Real Estate Commission accredited courses.

Dean Peffley, Esq.

Vice President of Title Operation/In-house Counsel

Dean Peffley, Esq. serves as the Vice President of Title Operations, as well as in-house legal counsel where he provides strategic legal guidance and comprehensive support throughout the settlement process. Dean holds several active licenses, including a law license in Pennsylvania, Maryland and West Virginia, a title producer license in Pennsylvania and Maryland, and a real estate salesperson license in Pennsylvania. He joined the Homesale team in 2003, where he has contributed across various divisions of the company, gaining a distinctive and in-depth understanding of the operations of each department. Recognizing the importance of continuous professional development, Dean is an accredited educator for both real estate continuing education and continuing legal education for attorneys. His commitment to education reflects his belief in the value of knowledge within the industry.  A Lancaster native, Dean is a graduate of Saint Joseph’s University and Widener University Commonwealth School of Law. He currently resides in Lititz with his family.

Dawn Watson

Marketing Coordinator

Dawn Watson serves as the Marketing Coordinator for HomeSale Settlement Services in the Lancaster Region. In addition to her responsibilities with marketing, she is actively involved in processing and performing settlement for many title insurance transactions. Dawn joined the HomeSale family in 2001, already having ten years’ experience in the title insurance industry. She is deeply committed to delivering exceptional customer service and ensuring a premium experience for every customer. Dawn lives in East Earl with her husband and three sons.

Closing Manager

Kristen Carosello

Closing Manager – Lancaster and York/Adams Regions

Kristen Carosello serves as the Regional Manager for HomeSale Settlement Services, overseeing operations across the Lancaster and York/Adams regions. In this capacity, Kristen manages a team of professionals responsible for all aspects of title insurance transactions, including processing and settlement. She is a strong advocate for the value of teamwork in business management, and her departments are guided by the belief that every team member plays a crucial role in the company’s success. Kristen gained seven years’ valuable experience as a settlement officer in her native state of Ohio before joining the HomeSale family in 2003. Starting as a settlement officer, she progressed to manager and has been recognized as both Settlement Officer of the Year and Manager of the Year. Kristen lives in Lancaster County and is an avid fan of Ohio State football.

Beth Meadows

Regional Manager – Harrisburg, Lebanon and Franklin Regions

Beth Meadows serves as the Regional Manager for HomeSale Settlement Services, overseeing operations in the Harrisburg, Lebanon, and Franklin regions. In this role, she leads a dedicated team of title professionals committed to providing a seamless experience for buyers and agents throughout the entire transaction process. Beth began her career in the title industry in 1980 as a closer with The Title Insurance Corporation of Pennsylvania (TICP) at the Harrisburg branch. She joined HomeSale Settlement Services in 1995, initially serving as both manager and closer. With 45 years of experience, Beth is a licensed title agent and a seasoned expert in the field. Outside of her professional endeavors, Beth and her husband, Ken, are excited to embark on more travel adventures in the future.

Jackie Kadziela-Giba

Regional Manager, Schuylkill Haven and Reading/Berks Regions

Jackie Kadziela-Giba serves as the Manager for both our Schuylkill Haven and Reading/Berks offices. She has been with the company since 2012 and joined our Title division in 2015. Outside of work, Jackie resides in Schuylkill County with her husband. She enjoys traveling with family and friends, where they participate in a range of outdoor activities.

Samantha Embly

Title Production Manager

Samantha serves as the Title Production Manager, providing support to all HomeSale offices across Pennsylvania with title issues, searches and commitments. In her role, she ensures the smooth and efficient operation of daily activities. Her team includes in-house title searchers for Lancaster, York, and Dauphin Counties, as well as title examiners and commitment specialists, enabling the delivery of exceptional internal customer service.

Samantha’s management style is rooted in ‘Servant Leadership,’ as she is dedicated to helping and serving others. She embodies the ‘4 C’s’—Competence, Character, Compassion, and Connection—which has allowed her to build a strong, cohesive team and become a trusted resource for assistance.

Having been with Landmark Abstract for four years, Samantha is also a licensed Title Insurance Agent in Pennsylvania. She lives in Harrisburg, Pennsylvania, with her two cats. In her free time, she enjoys spending time with family and friends and cheering for the Eagles—GO BIRDS!

Paralegal and Compliance Officer

Heather Smith serves as both a Paralegal and Compliance Officer, working closely with our in-house legal team and overseeing compliance systems within our Title Insurance Agency Division. As Compliance Officer for HomeSale Settlement Services, Heather is responsible for ensuring adherence to all applicable laws and regulations. She plays a key role in implementing our Company Best Practices through effective communication and training.

Before joining HomeSale Settlement Services in 2013, Heather spent 16 years as a legal assistant and paralegal at various local law firms, gaining extensive knowledge of Pennsylvania laws and regulations. Heather is a graduate of Lakewood College, where she earned degrees in Paralegal Studies and Mediation, as well as a Certificate in Criminal Justice.

Heather resides in Willow Street with her husband and two daughters.
